Moubarak Lo estime que les systèmes éducatifs doivent faire preuve d’innovations avec une économie globalisée. Une nouvelle économie qui, selon lui, demande des compétences très différentes de celles qui existaient  depuis des d’années.

‘’Il y a une nécessité d’innovation permanente parce que le monde bouge donc l’offre éducative doit s’adapter par rapport à cette nouvelle situation, notamment avec les technologies de l’information et de la communication en perpétuelle évolution’’, a confié l’économiste à l’envoyée spéciale de l’APS à Doha dans le cadre du Sommet mondial sur l’innovation en éducation.

Selon Moubarak lo, c’est dans le contenu et dans la manière de fournir l’offre éducative que les changements doivent s’opérer pour suivre la fulgurante évolution des technologies. Dans ce cadre, l' économiste soutient  qu’un   pays comme le Sénégal doit pouvoir  faire installer des campus étrangers de réputation au Sénégal. Mais aussi  ouvrir des écoles d'enseignement coranique, arabe et français pour atteindre la scolarisation universelle. Invité par la Fondation Qatar, initiateur du forum où se sont côtoyés décideurs, experts, enseignants, universitaires, Moubarak Lo a soutenu que ’’tant que les systèmes éducatives ne pourront pas mettre sur le marché des étudiants de qualité, on ne peut espérer arriver à de grandes entreprises’’. Il a souligné que l’éducation est une des bases fondamentales du développement durable. C'est pourquoi les Etats doivent s’occuper de l’éducation et en faire une priorité de développement. Sur sa présence à cette première édition du World Innovation Summit for Education (WISE), Moubarak Lo a expliqué qu’un sommet sur l’éducation ne doit pas être réservé seulement aux experts en éducation mais à toute la société. 

Selon lui, l’économiste doit pouvoir contribuer au débat sur l’éducation, afin de permettre aux universitaires de planifier les offres de formation. Il a ainsi avancé que le Sénégal pourrait bénéficier de la coopération avec le Qatar si les dispositions nécessaires sont prises.
